Adventure Pass
Some locations operate ticket machines where you can buy the Adventure Pass on the spot, but in many other locations you must purchase your Adventure Pass in advance. The above link will take you to a Forest Service web page listing the vendors that sell the pass. Both day passes and annual passes are available. The link also lists an online service, but the online service will mail you the pass - it cannot be used at short notice.
Cleveland National Forest Day Pass
This is the most convenient option if you're visiting the Cleveland National Forest in San Diego County, as you can buy it at short notice. The above link will take you to the Recreation.gov webpage. Because this pass allows you to register a vehicle license plate number, you should be able to use it without having to print out a copy for your dashboard; though they still recommend a print out on the dashboard in areas where cell coverage is limited.
Interagency Annual Pass
If you have an Interagency Annual Pass - also known as the America The Beautiful National Parks and Federal Recreational Lands Pass - then you do not need the Adventure Pass and should display your annual pass as required. Above link leads to the National Park service webpage from where you can buy the pass. They recently started offering a digital version which can be used immediately, but you can still order the physical pass as an add-on too.
